You know your POP level and have determined which level of effort is most appropriate from the Collaboration Continuum but how do you actually perform the work? The following tables provide customized lists of recommended tools and techniques that when done right, have proved successful at effectively engaging stakeholders.

Tools and techniques listed here are not required, and it is not expected that a project will exhaust the list for its particular Collaboration Continuum and POP Levels. It is recommended that users work with their project team to determine which tools and techniques are most appropriate for your project and public.

For each POP level, tools and techniques are color coded to coincide with the levels from the Collaboration Continuum. The list evolves, and you will notice as levels increase, so do the number of recommendations. This is because as POP Levels increase, so do the potential project demands for involvement.
